The Tribunal is a review body which is established under the Securities and Futures Ordinance (SFO). Under the SFO, the chairman is a judge. Its statutory purpose is to act as a safeguard to ensure that regulatory decisions made by relevant regulatory authorities including the Securities and Futures Commission (SFC) and the Hong Kong Monetary Authority are reasonable and fair. It represents also one of the various initiatives under the SFO to enhance the SFC's accountability.
